http://www.bugzilla.org/changes.html needs to be updated for the 2.18 release.

This will probably need to wait until close to release time (probably after the
tarball is rolled), because it involves constructing bonsai URLs that include a
timestamp sometime after the last checkin prior to making the tarball, but prior
to any additional checkins happening.  On the other hand, it could be done
anyway and just make a guess at the timestamp, and we can correct the timestamp
after release if necessary.

OK, here we go. I'm pretty sure this is correct, I did a lot of row counting.

I also fixed a few errors.

Note that the FIXME parts must be replaced with the release day before we
actually post this.
