Details

When you open the local text file from Browesr, the error dialog displays. 
Then, you cannot see the text file from Brower.

Steps of reproduce
1. Create text file from other applications, such as simpletext editor
2. Launch Netscape
3. Select menu File|Open File...
   specify the file name which you created in step #1

Actual Result
The error dialog "Unknown File Type" shows up.  You cannot see the text file 
from Browser.

Expected result
You should see the text file from Browser.

Tested 2000021413 Mac build.  This does not happan in 2000021408 Win32 and 
Linux build.
This sounds like it could be related to bug 22244...
