When I loose the network connection -- no received packets from my cable modem,
possibly due to network congestion -- the browser hangs until the received
packets start up again. This has the tendency to stop my computer from
responding -- the browser window does not refresh or respond to mouse or task
manager commands.



Reproducible: Always

Steps to Reproduce:
1. browse web until the network burps
2. All the browser windows stop responding - no shuffle of order or
minimize/maximize ability - interferes with rest of computer use because of the
enormous demand on the processor
3. Network congestion is not predictable

Actual Results:  
Browser stalled - no window refresh or resize, enormous loading on processor

Expected Results:  
Minimized processor usage while waiting for network response. Allow resizing and
reordering and redrawing known parts of hte windows. Not loading the the
computer load.
