281377 - network.enableIDN fails to disable IDN urls

Setting network.enableIDN to false, then restarting the browser allows for IDN
urls to still function while the setting is still false.

Reproducible: Always

Steps to Reproduce:
1. Go to about:config and set network.enableIDN to false
2. Go to www.shmoo.com/idn/ and test links, they should not function
3. Close browser
4. Re open browser
5. Go to www.shmoo.com/idn/ and retry links, links function
6. Go to about:config and network.enableIDN is still false

Actual Results:  
IDN links still function after a browser restart

Expected Results:  
IDN links should not function after a browser restart

I did not mark this for security as it is already known on slashdot that the

Setting network.enableIDN to false prevented me from loading the links.

WFM using Mozilla trunk build 2005020406 on Windows XP after multiple restarts.

I think it works OK.  I think that the problem is that a restart sets the flag
back to true.

is already fixed, update to the current branch nightlies (builds after
2005020719 have the fix)

Works for me on Fx 1.0, Gecko 20050202, rv:1.8b.  (Passed Secunia test 3 times
and schmoo site once after resetting and restarting several times.)

Official release Fx 1.0 fails consistently.
