281436 - network.enableIDN only works the first time when being set

network.enableIDN only works the first time that you set it for enabling or 
disabling the International Domains.  After the browser is closed and reloaded 
netowrk.enableIDN default back to the default behavior of true.

Reproducible: Always

Steps to Reproduce:
1.  Open http://www.shmoo.com/idn/ in FireFox
2.  Make sure network.enableIDN is set to the default value of true
3.  Click the links on the page they should take you too a spoofed IDN domain.
4.  Now goto about:config and and change network.enableIDN to false
5.  Open up a new browser, do not close the one with about:config open.
6.  Goto http://www.shmoo.com/idn/ again in the new browser window.
7.  Goto the IDN links again in the page and you will notice the expect alert 
for having network.enableIDN set to false.
8.  Now close all browser windows.
9.  Verify in prefs.js that the field of network.enableIDN is set to false
10.  Open up http://www.shmoo.com/idn/ and click the IDN links again and you 
will notice they behave as if network.enableIDN is set to true.

Actual Results:  
network.enableIDN doesn't work when the prefs.js file is loaded only when 
network.enableIDN is toggled when the browser window has already been open.

Expected Results:  
network.enableIDN should function according to the value that is set.

I have not had a chance to verify this on anything other than Windows XP SP 
2.  Other OS verification would be great.
