Popup size is remembered as browser window size

Details
Go to a site that has popup windows, like (unfortunately) netscape.com. (Oddly,
I don't actually see the popup on Netscape.com until I go to another url then
hit the back button, then sometimes I get two popups.) Now quit the app, and
start up the browser. It starts up at the size of the popup, not the previous
size of the browser window.
We should only remember window sizes that the user sets, not sizes set by popups.
