When a SVG view in displayed in a parent window containing multiple
HTML frames, the SVG view size may be smaller than the HTML frame size.

In that case, it is useful to colorize the SVG background:
- the SVG background is a rectangle larger than the SVG viewBox
- to display it, we set the flag: <svg overflow="visible" ... >

Reproducible: Always

Steps to Reproduce:
1. load http://gtrebaol.free.fr/bugzilla/overflow.svg

Actual Results:  
The background rectangle is clipped at the size of the viewBox.

Expected Results:  
The clipping rectangle corresponding to the viewBow
should be disabled when the overflow="visible" flag is set.

Where in the SVG 1.1 spec does it say that this is the right behavior for
overflow:visible on an <svg> element?
