with the use of any <input name="attachment" size="40" type="file"> within a
form will normally produce a text feild and a browse button but as you can see
theres no browse button well its a really really small one which is hard to see.

Reproducible: Always

Steps to Reproduce:
1.load attached test.html and if your using a 20050222 or a 20050221 (only
tested on those two builds) nightly build there will be no browse button 


Actual Results:  
browse button didnt show.

Expected Results:  
it should have produced a browse button so i can search for files on my pc then
upload them
