Verified with a recent M14 build. Display a page with a strict DTD header: if that page contains the word "Transitional" anywhere in the body, the document is displayed in Quirks mode. I'm going to attach 2 testcases which show that the problem is related to the presence or not of the word "Transitional" in the Body. The 2 testcases have a strict DTD header and take advantage of a Nav quirk with RGB colors to allow you to easily test the fix: if the text is red, the strict DTD header is ignored and we are in quirk mode.

This is a harmful bug that can cause Seamonkey to be layout pages in the wrong mode (quirks vs. nonquirks). The fix is easy, and in hand. Please oh great PDT team, shed light on this problem.

Almighty PDT team, please allow Rick to check in. My favorite testcase for bug 18136 and bug 21950 contains the word "Transitional". It's on http://descend.verso.com/~todd/moz/keywords.html?strict
