Main window appears behind other windows

Open a few large windows (from anything) to clutter up the desktop. Now launch
Mozilla.
The splash window appears above all the other windows, as it should.
When the splash window is removed, the main browser window appears below the
other desktop windows.
Note that merely raising the window when it is opened may not be the right
thing. With most Windows apps, the main window will open above other windows if
there is no user interaction after giving the launch command, but will open
under others if the user starts using another application during that time.
I think Windows does this automatically for the first window opened -
unfortunately, that's the splash window in our case, so it may require a little
more code. Perhaps we can check if the splash window is still above all
non-topmost windows and raise the browser window only if it is.
