When opening a link from a mail client (Thunderbird, Outlook) or from an
application or even windows desktop Firefox will always pop up the last active
browser window before it opens a new browser window with the target URL. This is
annoying because it confuses you if you want to quickly skip back to the
application by Alt+Tab as you will jump to the previously active browser window
instead and of course it also it slows down performance.

Reproducible: Always

Steps to Reproduce:
1. Open a Firefox window. Make sure tabbed browsing options are set to open
links from external application in new window.
2. Open e-mail or any other application or go to windows desktop and open an
internet link form there.


Actual Results:  
You will first see the previously opened window (from step 1) poping up before a
new window will be opened with your target URL (form step 2).

Expected Results:  
A new window should be opened directly, without any previous active browser
window poping up.
