Can confirm a bug

The newsgroup posting says that I should be able to also mark bugs as VERIFIED 
with this setting. This isn't working currently

Right.  It's not a bad idea, but it's not yet implemented, either.  I guess I
missed that your newsgroup posting said it had been done.

Maybe we could have three permissions: canconfirm, editall, and 
canverify. This way people could be given the permissions to verify bugs 
seperately from confirming bugs.

I think the opposite of Zach; I never give anyone canconfirm and not editbugs,
or vice versa - because both are given if the person is proved competent.
_Another_ level is not the way to fix this.

49808 has a patch that does this (probably bitrotted by now, but other
discussion there).  Also, the schema change for groups in bug 68022 is intended
to allow group inheritance, so we could probably make a group that includes
canverify and canconfirm and just assign all the triage people to the umbrella
group.
