When I download a small file (particularly M3Us), if the download manager was
not already opened, it will open and remain open, even though I have it set to
close automatically. If it was already open, it will close.

Reproducible: Always

Steps to Reproduce:
1. download a small file

Actual Results:  
If the DL manager was opened, it will close. Otherwise, it will remain closed
(with the 'close download manager after downloads complete' option set to true)

Expected Results:  
Not opened the download manager
