Keypress events caused by arrow keys have a keycode that refer to printable ASCII characters. 

Up = 38 = &
Right = 39 = '
Left = 37 = %
Down = 40 = {

This causes code that checks input event characters (see test case) to falsely interpret arrow keys as 
visible characters instead of cursor movements.  

Reproducible: Always

Steps to Reproduce:
1. Give text area focus. 
2. Press arrow keys. 
3. View last keycodes press in debug window
Actual Results:  
Arrow keys return keycodes of visible ASCII characters

Expected Results:  
Returned keycodes other than visible ASCII characters

Note: IE on windows does not register keycodes for arrow keys. Safari shows the following codes for 
each key

UP: 63232
Right: 63235
Down: 63233
Left: 63234

Yes. This issue remains in 1.5. The same character codes are returned as when the bug was originally reported. 

Up = 38 = &
Right = 39 = '
Left = 37 = %
Down = 40 = {
Fx 1.5 on Windows exhibits the same behavior. Also see bug 126436. This is probably a dupe, but I don't know of what.
