Whenever I click on the red arrow and begin the download of critical update, it
changes to the update screen with the little progress indicator, but nothing
happens. It just keeps going as if it were updating, but really it isn't doing
anything

Reproducible: Always

Steps to Reproduce:
1. click on the update arrow
2. agree to install
3. wait for it to begin and see that it doesn't update

Actual Results:  
nothing, the update never installed and have done this numerous times

Expected Results:  
should have updated
I think the problem is that under "Tools->Options->Web Features" The "Allow web
sites to install software" option must be checked. If it is unchecked, the
updater just sits there forever and never downloads the update.

I'd suggest that when the user tries to update the software, FireFox post a
warning such as "We can't update your software because you have unchecked the
'Allow web sites to install software' option."

Then, perhaps ask the user to bypass the error and allow installation from
mozilla.org (I don't see a way for the user to allow selected sites to install
software, BTW).
