If you don't move your mouse and simply scroll down a page, it will not trigger
"onmouseover" events when the mouse moves over something due to your scrolling.
Moving the mouse obviously triggers it, but not just scrolling.

Reproducible: Always

Steps to Reproduce:
1. Locate a page using visible onmouseover events.
2. Position the mouse above the trigger area
3. Scroll down without moving the mouse so that the cursor rolls over the
trigger area duing scrolling

Actual Results:  
No onmouseover events triggered

Expected Results:  
onmouseover events should have triggered.
