I usually use the page/down keys to move up/down when viewing a long web page.
Sometimes, M13 seems to get stuck so it doesn't scroll when I bring up a page.
When I bring up Netscape, I can usually click somewhere on the web page or click
on the scroll bar and then the page up/down keys work.  In M13, I get these
errors in the debug console even if I click on the scroll bar or web page:
"JavaScript Error: TypeError: controller has no properties"
This has been fixed since M13.
