filenames with accents or umlauts work only when entered with prefixed file://

Reproducible: Always

Steps to Reproduce:
1. create a directory tést
2. enter the path including tést in the URL-bar, e.g. "/home/user/tést"


Actual Results:  
Error message "The file /home/user/t%E9st cannot be found."


Expected Results:  
the path is changed to file:///home/user/tést

entering file:///home/user/tést works as expected
