Focus changes after closing dialog box

Details
After I delete a bookmark the focus changes to the navigator (or probably
previously active) window.
To reproduce:
1) Select the menu Bookmarks|Manage Bookmarks...
2) Select a bookmark and select menu Edit|Delete
Actual behaviour:
Focus changes to navigator
Expected:
Focus remains on Bookmarks window
Tested with 2000-02-20-16 on NT.

I think this is really a toolkit bug. I can confirm this bug. I repro'd it with the 2000022108 build on WinNT. The bug does not repro
on Mac on Linux. This is a toolkit bug because: it's not just hte bookmarks window. After closing any dialog, the focus reverts too
far back, to the window before the window which had focus before the dialog.

This can seem like a hang when it obscures a modal dialog in the background.

Uh, I think this is mistargeted, but I'll keep it until I fix a bug that might,
maybe, by some freak of nature, be related.
