Popup window appears (in addition to requested page) even when popups are blocked.

Reproducible: Always

Steps to Reproduce:
1. In Preferences>Privacy & Security>Popup Windows, choose to Block unrequested
popup windows
2. In Preferences>Privacy & Security>Cookies, remove all cookies for
listingsca.com and fastclick.net
3. Go to
http://listingsca.com/Ontario/South-West/Waterloo-County/Cambridge/Shopping/Apparel/

Actual Results:  
Popup appeared.

Expected Results:  
Popup should not have appeared.
