If I have a div tag that doesn't have any contents (i.e. "<div />") before other
tags, the div will swallow up the rest of the tags. The following tags will
appear as children of the div in the DOM, even though that's clearly wrong.
<html><body><div id="marker" /><p>Hi there</p></body></html>

I should add, this behavior is consistent even with my DTD set to XHTML 1.0.

I'm moving this over to Core Layout, since it doesn't belong in the Firefox
product and I can't think of anywhere better to put it.
