Input locale switched to whole set of FireFox windows. It's not convinient when
work with international and native resources at once.

Steps to Reproduce:



Expected Results:  
Each FireFox window (application instance) must has independed input locale
switching. Of course, if target OS support switching "per application" instead
of switching of system input mode.
All windows are part of the same instance, so that's not as easy as you think.

This bug still reprodused on FF 1.0.7
But the point is that all FF windows are the same program, which is not like
some other software (e.g. IE) which can run more than once instance.  FF just
doesn't (a fundemental part of the design which isn't likely to change).  So I
suspect this bug is basically impossible to fix  - wontfix?
