Double-clicking a shortcut to a folder generates an file overwrite warning
message, when it should instead open the folder and allow disk browsing to continue.

Reproducible: Always

Steps to Reproduce:
1. Create a shortcut to a folder on your hard disk.
2. Initiate any type of file or page element download.
3. When the "Save" dialog opens, double-click the shortcut to the folder.

Actual Results:  
Message box appears and asks "[filename] already exists. Are you sure you want
to replace it?"


Opened the folder as all other Windows software does. This is fundamental to the OS.
