seems somewhat similar to #273280, but can easily be reproduced

visit a website with different sizes of fonts. Then repeat to resize the fonts
until to the (first) smallest one, then font size jumps back to the default size

To me it seems like that: you reach the lowest size of one font, but you still
can resize, because there are still bigger ones left. since there is no smaller
size, some 'default' or just a 'random' value is taken.

Reproducible: Always

Steps to Reproduce:
1. Just go to a website, here the url above
2. set the text size to standard (ctrl-'0')
3. do 8 times ctrl-'-', then minimum size is reached, everything is ok
4. one more ctrl-'-' will rise the smallest font size ('Home')
5. one more ctrl-'-' will rise the next bigger size (table texts and menus)
6. one more ctrl-'-' will rise the next bigger size (some header texts)
7. one more ctrl-'-' and we have reached the limit of resizing


Expected Results:  
simple resolution: Resizing should be stopped, the moment that one font reaches
the minimum

or even better: each font that reaches the minimum, does not get smaller anymore ;-)

Confirm

This, I think, is the result of two things interacting:
1) [Bug]The 'smallest' font size accessible with Ctrl-'-' is larger than the
penultimate one 
2) [?Design] Different document elements hit the 'smallest' size at different times.

The result of the combination of these is that as you make font size smaller,
bits of the document get bigger (in inverse order to their initial size)

This is a screenshot of the testcase showing the bug. Ctrl-'-' has been
repeatedly pressed, adn the body text "small font", has returned to around
normal size (it was much smaller before the most recent Ctrl-'-'. A discerning
eye will pick out, above and slightly to the left of "Small Font", the few
pixels that remain of the heading.
