For the upcoming patch I just removed the complete declarations, as they are not applied now per CSS syntax.

This would fix some of the issues. However, you just said on IRC that invalid tests are perhaps more useful than valid tests with a ;-)...

Is the patch still useful? An lxr search seems to indicate all this code is removed or at least moved to a different place.

Doing a search on lxr for :-moz-outline doesn't return anything: http://lxr.mozilla.org/seamonkey/search?string=%3A-moz-outline So I'm marking this worksforme.
