This does not happen every time.  However, when Firefox closes, and process
keeps running, the program will not start.  Attempts to start the program result
in the hourglass showing for about three seconds, and then nothing visible. 
However, the program 'thinks' another version is running, and will not start.

Reproducible: Sometimes

Actual Results:  
There are no steps.  It just happens, and I haven't been able to identify a
common denominator for cause.  It has happened many times, with many different
installations.
