Sometimes the browser window will appear offscreen in windows 98. I can't
systematically reproduce it but i've noticed it in other versions. It usually
happens after i get a new nightly build. I've never had it happen on the first
startup, it seems to happen on second or third. The only real workaround is to
maximize it from the taskbar. I've also not seen it yet on M13.

Ok, i got it to reproduce today. Steps:
1: Open mozilla
2: Minimize mozilla
3: Close mozilla from the taskbar
4: Open Mozilla
The window is minimized on start and won't restore. The only way to work around
it is to maximize the window instead of using restore.

fyi, I'm able to restore the window size by clicking on the window's edge and
dragging to strech the window.

verified worksforme. I can't reproduce this on either win98 or win2k (and
much of the related code has been changed in the interim).
