When tab browsing, Camino is unable to have open more tab's then 16 tab's in the current window. 
Requests for new tab's is denied.  Some senarios are as follows:





Reproducible: Always

Steps to Reproduce:
-  When opening a large number of webpages from bookmarks, via "Open in Tabs" option, any set of 
links that result in more 16 tab's will only result in the first 16 being loaded, with the rest denied (with 
no message as to why).

-  When manually opening a new tab, attempting to open the 17th tab results in a system beep

- If you are using a 3rd party application (say a RSS news reader) to open links in Camino, where Open 
In New Tab is selected in preferences, links beyond the first 16 will not open.

Expected Results:  
Open the newly requested Tab either:

a)  like Safari and reflect via some method that not all tab's are listed in the tab bar
b)  spawn a new window for further tab's to be displayed
This has been fixed on the trunk (in the nightlies) but won't be fixed for the
0.8 branch.
