shaver's created some wiki extensions that require MediaWiki 1.4.0, so the devmo
wiki needs to be updated.

Shouldn't 1.4rc1 handle it?  There's not that many changes that would affect
extensions (save user2user mail) in the difference from rc1 to 1.4
