Details

I was filling in a web form (email message so quite long) and tried to page down
to see the previous message. I hit the Page Down key, but the control only
jumped as far as it could while keeping the row with the cursor on it, still
visible. Should have scrolled regardless.

The exact stopping point appears slightly unpredictable - not always EXACTLY the
cursor row, but always +/- 1 rows from it.

To test fill a text area with > 3 * number of visible rows, then page up/down.
Using cursors works fine.

More recent builds now let you scroll long text areas using Page Down/Up
keystrokes but the insertion point still doesn't page with the text.
