Details

This is a little inconsistent, but normally does it.

On THIS form (new bug entry), click on the OS drop down,
the list appears, then *cursor down*, the drop down list, remains *stationary*,
the selection (oh yeh, i'd clicked/hovered over something) remains the same,
but the page scrolls, as if no control was selected
