Using the "BGPROPERTIES="FIXED" command in an HTML file will not be viewed 
correctly in any Mozilla browser. However Apple Safari and Internet Explorer can show 
"watermark" (static) background images properly.

Reproducible: Always

Steps to Reproduce:
1. Go to website that has a static background.



Actual Results:  
The background moves with the content.

Expected Results:  
It should have scrolled just the content, not the background image.
