After clicking the middle mouse button i.e. the mouse wheel (to bring up the
relative scroll image), by moving the scroll wheel the state is not reset back
to normal.

Reproducible: Always

Steps to Reproduce:
1. Click the wheel of a wheel mouse
2. Navigate the form by moving the mouse cursor above and below the scroll image
3. Use the mouse wheel to scroll up or down.

Actual Results:  
The scroll state is not reset to normal. (i.e. the scroll image does not disappear)

Expected Results:  
The scroll state should have been reset to normal. (i.e. the scroll image should
disappear)

I don't know if this is a bug or not, but it's been this way for some time.  I
suppose the idea is that someone might want to speed up their scrolling for a
second while dragscrolling, and then not.

I believe this is bug. The auto scroll mode should be cancelled with mouse wheel
event. This bug might be related to bug 293872.
bug 319080 would want to keep this behavior.
bug 22775 comment 31 suggests mouse wheel movement should cancel autoscroll
