After installing the latest build scroll bars (including form elements such as
<textarea> and <select>) appear to be 3 times narrower then before when using
the Modern Theme.

This bug also appears in Composer, all Sidebar Tabs and Javascript Console.
This bug does NOT appear in Preferences, DOM Inspector, Cookie Manager, Password
Manager or Bookmark Manager.

Reproducible: Always

Steps to Reproduce:
1. Select Modern skin in Preferences if it is not active
2. Restart Mozilla and watch the scroll bars
Actual Results:  
Scroll bars appear to be 3x more narrow then expected (5-7 pixels wide/tall)

Expected Results:  
Scroll bars must be rendered correctly

If the change was intentional, I believe there must be an option to return the
classic scroll bars as the new ones make navigation harder.
