hitting return after H1 selection doesn't do anything

using 2/25 build of mozilla

1) launch mozilla
2) launch editor
3) insert text
4) make it a heading1

leave the heading selected(highlighted)

5) hit carriage return

nothing happens... I was expecting it to delete the heading and jump
me to the next line...see 4.x behavior.

i cant reproduce this in my current tree, which is a day or two old and has my 
fix for the list problem in it (but that fix shouldn't matter here).

I can reproduce this very easily...come by and I'll show you..happens every
time...maybe you're trying soemthign different...
Kathy and I just reproduce it together on Windows and Linux....on Mac its
working fine...

seems to be a focus issue cause you can't type anything after that....
reassign to cmanske since this is probably a xul change and I don't want him to 
have additional collisions.
