But once you encapsulate these elements in a <p> then they sieze to jiggle, so basically, content that is encapsulated in <p>s will not show this behaviour. Reproducible: Always

So basically we get flicker when overflow to the left/top happens... Seeing this on Linux too.

It's annoying but it doesn't cause any real problems so I think we'll pass on this for now. It will probably go away with the changes that will happen in 1.9
