When you go to sell an item on ebay, the Description Editor that shows up in
Internet Explorer doesn't show up.

Reproducible: Always

Steps to Reproduce:
1.Ebay.com
2.Click Sell
3.Select category, and get to the step Describe Item

Actual Results:  
You only see a text box- no text editor.

Expected Results:  
Showed the text editor like Internet Explorer does
