cmd/modutil/config.mk, cmd/ssltap/config.mk,
and cmd/crmf-cgi/config.mk are not being used.

Bob, Nelson, may I cvs remove them (especially
the ones for modutil and ssltap, which we build
regularly)?

I removed the dead ssltap and modutil config.mk files.
