Done.  I'm not a big fan of the logo, but I decided I'd just use their HTML
wholesale and let someone else worry about that.

Heather recommends a clarification:

"Here is what I suggest to clarify the point.  It would be effective to
put it after "This work is licensed under a Creative Commons License"
but if it is too intrusive to put it on every page, we can re-think the
placement.  

"The work being licensed under the Creative Commons License is the
textual material only, and not the layout, look and feel, logos or
trademarks."

In addition to the clarifying text that Heather suggests, we should link to a
local explanatory page instead of to the cc license itself.  The explanatory
page will (content TBD) contain the link to the cc license info, as well as the
cc logo.

CC logo needs to be removed from the footer.
