When I access File--> Save As---> Enter Download Location, or when Download
Manager asks me where I want to save a file I cannot follow shortcuts to
navigate to my intended download location. Shortcuts do, however, work when
opening files.

Reproducible: Always

Steps to Reproduce:
1.File
2.Save As
3.Choose a shortcut
4.Firefox will not follow the shortcut, but will instead change the file name of
the future download

Actual Results:  
Firefox will not follow the shortcut, but will instead change the file name of
the future download

Expected Results:  
Followed the shortcut to it's specified destination

Happens with any theme.
