Sites like http://www.mywebos.com , http://www.desktop.com , and http://preview.octopus.com feature IE-only desktop-like web applications. It would be great if there was a xul widget which actes as the "outer chrome" of a given window - implementing a min-max button, a dismiss button, etc. This may not have direct relevance to the mozilla the browser, but mozilla the cross-platform app creation toolkit would certainly make use of such a widget. Plus it could be skinnable and styleable to look like Mac, PC, etc. windows.
I must amend this to say that I'm not requesting the outer chrome of a mozilla window be defined in xul, what I mean is embedded windows inside of a xul window. I understand that the application's outermost window is defined by the OS. But I could imagine a kiosk-like application which may wish to have "window-like" elements inside of a xul window.

Good suggestion, but no time for it in this project. Resolving as later.
reopening all latered bugs

Moving all latered bugs to M20 as ordered by project manager. Although these bugs are now open, assigned and targetted, XPToolkit has no plans to fix/implement them in the current release cycle, if ever.
