While importing certificate from .cer file into Other People's store, Firefox
doesn't show any error, but it doesn't import certificate either.

There are no problems while importing certificates from .pfx files into Personal
store.

Reproducible: Always

Steps to Reproduce:
1. Just try to import any certificate (without privatekey) from .cer file into
Other People's store.


Actual Results:  
No error dialog. No certificate added to the list.

Expected Results:  
It should add certificate into Other People store. Certificate should be in the
list of certificates.

I would like to fix this bug by myself, since nobody is willing to overtake it.

Your certificate is not trusted and therefore ignored. WE should show a warning, this is bug 310446.

In order to fix your problem, you first need to import the CA cert and trust it, then you can import the person's cert.
