When going to previously cached page browser shouldn't remove it from the cache
when there is no connection to the internet or sv isn't responding (offline mode
disabled).

Reproducible: Always

Steps to Reproduce:
1. Go to e.g. google.com
2. Set File -> Work Offline and confirm that the page was properly cached
3. Disable offline mode
4. Block or disconnect yourself from the internet
5. Reload the page
6. Go to the offline mode and try to view the page
Actual Results:  
Page was removed from the cache.

Expected Results:  
Page is not removed from the cache (first check availability and then remove /
update cache).
I'm pretty sure this is a duplicate bug report.  In fact, I think it's the same
as bug 278007.
