"Enable What's Related" under Smart Browsing prefs needs to be removed

When I turn off the "What's Related" in the Smart Browsing category of the Preferences dialog, the What's Related sidebar still exists and still looks up related pages. The setting does persist, but doesn't appear to do anything. Build 2000030116/Win98

To be honest, I don't think this is relevant at all anymore. The way you turn off what's related is via customize sidebar dialogue. I think this should just be removed in the preferences - cc:ing what's related people for affirmation

Ben, we need to get rid of the "Enable What's Related" option in the "Smart Browsing" preferences panel. (I don't know why this keeps reappearing from time to time... bit rot!) The reason why this is no longer needed is that "Related Links" are only fetched if that sidebar panel is the *active* panel.
