At least today's (2005-07-04) and reportedly yesterday's Linux Seamonkey trunk
builds, too, can't create subfolders (like Inbox or Sent) to "Local Folders",
P'OP accounts etc. in fresh profiles, because "Local Folders" etc. get created
with directory permissions 600.
(Setting +x manually helps, of course.)

Maybe this is a regression of bug 299133.
