Following on from bug 286534, we need to add .museum and .hu to the list of TLDs
for which IDN is permitted. This brings our list in line with Opera's.

I have personally checked the policies of all the currently-whitelisted
registries, plus .museum and .hu, and made a page linking to the relevant policies:

asking for a to trunk. this is a simple 2-liner to add two TLDs to the
whitelist.

As for museum's position, I wanted to list ccTLDs and non-ccTLDs separately.
Perhaps, I'll add comments to that effect when landing this patch.

The .br TLD is probably safe too.
The relevant authority, http://registro.br, announced the following policy for
IDNs on May 4,2005. (Before that time, IDN registration wasn't available at all):
- Only characters (accented letters) used in Portuguese would be accepted --
that is, à, á, â, ã, é, ê, í, ó, ô, õ, ú, ü, ç and its uppercase versions.
- On applying, the IDN name would be checked for similarity to existing non-IDN
names, by converting accented letters to its corresponding nonaccented letters.
If the non-accented version is already registered by someone else, the domain
registration is refused.

The intent of the restrictions is explicitly to prevent domain spoofing.
