Markus: He's talking about a field to display which localized version of a
program contains the bug, not which language is displayed to the user.  UTF-8
would get us nothing towards this. :)  (Though yes, utf-8 is in the long term
plans, it has nothing to do with this bug).

Custom fields have been implemented in Bugzilla 3.0. You can add as many new fields as you want.
