Steps to Reproduce:

1. Put the mouse cursor on a hyperlink
2. Select "Open Link in New Window" in the right-click context menu

Actual Results:  
If a server which is the destination of the hyperlink is loaded and timed out,
the URL bar remains blank and the URL data is lost.

Expected Results:  
The URL bar in a new window opened by clicking a hyperlink or "Open Link in New
Window" should be filled with the destination URL immediately after the window
opens regardless of whether the loading of the page is successful or not.
