It is impossible to enter capital letters (all: Latin, Cyrillic) while AltGr
(AltGr = Ctrl + Left Alt) is used but without pressing Shift, for example, when
Caps Lock is enabled. It affects all keyboard layouts.

Important note: the bug affects only SeaMonkey (!) and does not affect
Thunderbird and Firefox (tested at versions 1.0.6 of Fx and 1.0.6 of Tb).

Reproducible: Always

Steps to Reproduce:
1. Switch to United States-International keyboard layout using Control Panel,
Regional and Language Options. Any other keyboard layout which allows to type
capital letter using AltGr and without pressing Shift is OK.
2. Go to http://forums.mozillazine.org/ to type a post.
3. Enable Caps Lock. Type "AltGr" + "," using United States-International
keyboard layout.
Actual Results:  
Letter "ç" lowercase (U+00E7) appears.

Expected Results:  
Must be entered "Ç" uppercase (U+00C7).

Computer configuration:
Windows XP Pro SP2 EN-US version, last updates are installed
PS/2 keyboard QWERTY (US/Russian)
United States-International keyboard layout, English (US) language is selected
for it, codepage is Windows-1252 (for this keyboard layout)
System locale: Windows-1251, Russian language is chosen for non-Unicode programs

Reproducible with Deer Park a2 but WFM with Mozilla 1.8b1.
