In the location bar, when using autocomplete, we cannot move to the links
sugested with scroll keys.

Reproducible: Sometimes

Steps to Reproduce:
1.type something in the location bar, with autocomplete on
2.now move to some of the links sugested with scroll keys (up, down)


Actual Results:  
The sroll keys cannot move to sugested links, only with mouse.

Expected Results:  
Should move to the sugested links.
Version: unspecified → Trunk
btw: the summary could use a lot of finesse.
